The authorities of Nagornyy Karabakh Republic are ready to start a dialogue with Azerbaijan in the matter of joint managing of the water resources, the NKR vice-premier, Artur Agabekyan, said in an interview with radio Liberty. He means Sarsang water basin as well as the waters of the Tartar river that flow out to different directions.
