
ArmInfo. The text of the new Constitution of Armenia is ready, but there is no news yet about its publication date. This was announced by Srbuhi Galyan, head of the Ministry of Justice, at the first meeting of the Public Council under the RA Minister of Justice on March 16.
According to her, the Constitutional Reform Council is actively working on the draft Basic Law of the country. The document is scheduled to be discussed at a meeting of the Civil Contract faction of the RA National Assembly and at a meeting of the party's board, after which a decision will be made on submitting the text of the draft Constitution of the RA for public debate. The fundamental idea of the document is the individual, the citizen, and the people, and there will be no deviations from this order of governance. Parliamentarism is the best manifestation of democracy. Nevertheless, Galyan continued, the text of the document includes provisions regarding the decentralization of power, which will be balanced. For example, oversight functions over the activities of the prime minister will be transferred to the National Assembly. Regarding provisions related to human rights protection, all citizens' social rights will be equated with fundamental rights. This means that the state will be responsible for upholding these rights, including the right to receive medical care.
As for the judicial system, the minister noted that provision will be made for the establishment of a jury system. Also, as a matter of principle, the possibility of a two-stage appeal of cases, the possibility of their written review, and the appeal of Supreme Court decisions, which does not currently exist, will be introduced.
