The Investigative Committee of Armenia reports that it has received factual evidence concerning an incident on November 16, 2025, during the local government elections in the enlarged community of Vagharshapat. It is alleged that two candidates from the "Victory" bloc, as well as two supporters of the political force, obstructed the free exercise of citizens' electoral rights.
According to the Investigative Committee, individuals included on the list of elders of the "Victory" party alliance - S.D. and N.O., along with the supporters of this alliance - A.A. M.M. and M.M., by prior agreement, as part of a group, directed a number of individuals to cast ballots for the alliance, thereby obstructing the free exercise of their individual electoral rights.
During the preliminary investigation, a criminal case was opened against seven individuals under Article 210, Part 2, Clause 6 of the Criminal Code (obstructing a group of individuals from exercising the right to participate in elections or a referendum by prior agreement, or from exercising the rights or obligations of individuals participating in the work of electoral commissions or in elections or referendums). Six individuals have been detained for transfer to court for the application of a preventive measure in the form of imprisonment.
It is noted that law enforcement searched the residences and auxiliary buildings of the suspects. The Investigative Committee confirmed that these searches yielded documents described as having "major significance" for the ongoing criminal proceedings.
