ArmInfo. The Armenian government has approved a pilot program to evaluate the performance and provide incentives for civil servants demonstrating high productivity and self-education. The corresponding decision was made during a government session on November 27.
Deputy Prime Minister Tigran Khachatryan presented the draft decision and stated that the proposed project is based on the public administration reform strategy, which aims to enhance the performance of state bodies and the competitiveness of the civil service. He emphasized that, civil service salaries are less competitive compared to the private sector, which impacts the attractiveness of the system.
According to Tigran Khachatryan, the project envisages the creation of a new performance evaluation system and corresponding incentives. The Deputy Prime Minister also noted that the program not only summarizes the work accomplished but also lays the foundation for institutional reforms. Prime Minister Nikol Pashinyan, in turn, noted that beneficiaries of the program must allocate at least 10% of the incentive amount for self-education. The implementation of the pilot program will require approximately 3 billion drams from the 2025 state budget.
