Human Rights Defender Anahit Manasyan, at a meeting with a delegation led by Luis Grasso, Vice-President of the OSCE Parliamentary Assembly and OSCE PA Special Representative for the South Caucasus, presented the main areas of her work and challenges in protecting human rights in our country.
According to the press service of the Ombudsperson's Office, the interlocutors touched upon a number of human rights issues, including the importance of overcoming discrimination, hate speech, and an atmosphere of intolerance, as well as the work being carried out in this area.
Manasyan touched upon human rights issues, particularly those related to the protection of the rights of persons forcibly displaced from Nagorno-Karabakh, the importance of upholding rights guarantees in criminal proceedings, and the criteria for the legality of pretrial detention. She specifically addressed the problematic human rights implications of the processes carried out in Azerbaijan against Armenians arbitrarily deprived of their liberty. In particular, they discussed issues related to the possibilities of expanding cooperation in the protection and promotion of human rights.
The exact number of Armenian prisoners of war and hostages held in Azerbaijani prisons remains unknown. Experts estimate the number to be several hundred. Today, Azerbaijani authorities confirm the presence of 23 Armenians in their custody. Among those held in Azerbaijani captivity are eight former and current members of the military- political leadership of Artsakh. These include former Artsakh presidents Arkady Ghukasyan, Bako Sahakyan, and Arayik Harutyunyan; former Foreign Minister David Babayan; as well as Parliament Speaker David Ishkhanyan; former Commander of the Artsakh Defense Army General Levon Mnatsakanyan; General David Manukyan; and former State Minister Ruben Vardanyan. Trials on fabricated criminal charges have been initiated against all of them.
