Talin Community Head Tavros Sapeyan, a member of Armenia's ruling Civil Contract party, has over the past three years constructed a clear corruption scheme to benefit his family and the party, diverting millions of drams from the community budget to companies owned by him and his associates. According to the source, in 2023, Sapeyan Brothers LLC, whose equal shareholders are Tavros Sapeyan's father, Edik Sapeyan, and his uncle, Zhora Sapeyan, won two tenders to supply liquefied and compressed gas to the Talin Community Municipality. The total value of the two contracts was 15,714,000 drams, and the Sapeyans' company was the sole bidder in both tenders. The agreements were signed on January 3, 2023, and April 5, 2023. Thus, from his first year in office, the community leader conducted transactions with the family business using community funds.
It is noted that the Corruption Prevention Commission recorded a violation of the law on conflict of interest by Tavros Sapeyan: "Tavros Sapeyan, having committed an action within his authority that resulted or could have resulted in a conflict of interest, failed to submit a corresponding declaration." The Commission initiated administrative proceedings, officially recording the conflict of interest.
In 2024, Tavros Sapeyan declared a conflict of interest, acknowledging that a company owned by his father and uncle had participated in municipal procurement. However, the actual situation remained unchanged: instead of the family, it turned out that a party partner had appeared.
The new formal player was Arsur LLC. In 2025, the Talin Municipality signed a new contract for the supply of liquefied and compressed gas not with Sapeyan Brothers LLC, but with Arsur LLC. However, anticor.am reports that this company is actually owned by Tavros Sapeyan, and this was simply an attempt to falsify the documentation.
The contract, valued at 11.6 million drams, was signed on September 30, 2025. The contract was concluded without a tender, through a direct purchase, in the form of a request for quotations.
It was revealed that the owner of Arsur LLC is Artur Akopovich Torosyan, registered as a shareholder on October 18, 2023.
He is the brother of Suren Torosyan, head of the Talin Municipality's Public Utilities Department, while Suren Torosyan is Sapeyan's direct subordinate and a member of the Civil Contract party. He is regularly noted for his intolerance of the opposition. A criminal case is under investigation in the Aragatsotn Court against him, according to which he beat a young man with opposition views. However, Suren Torosyan has never served a single minute in prison. Moreover, the name "Arsur" is derived from the names of the owner and his brother: Artur + Suren = ARSUR.
Even the sale permit was issued by Tavros Sapeyan, Decision No. 219-A, on February 7, 2025.
"In other words, the head of the community, with his signature, allowed his subordinate to become the community's primary supplier. Clearly, the ownership of the company "ARSUR" is purely nominal, while its actual beneficiary is Tavros Sapeyan himself.
