


ArmInfo. On November 6, at its regular meeting, the Armenian government approved the signing of the Agreement on Cooperation between CIS Member States to Prevent the Development of Locust Pests, signed on September 29, 2025, in Minsk.
As stated in the explanatory note to the document, the Agreement aims to improve the legislative framework for locust phytosanitary monitoring and plant protection, digitalize national monitoring programs, exchange data on locust phytosanitary monitoring and plant protection, and implement rapid alert systems between member states in the event of pest outbreaks.
The main goal of the Agreement is to reduce the damage and risks associated with locusts-the most dangerous plant pests-and to increase the effectiveness of cooperation among member states. The Agreement also aims to expand the information system of CIS member state organizations in this area, conduct national forecasts, and train and retrain personnel. The main objectives of the Agreement are:
- preventing the mass spread of locusts, the most dangerous pests in the territories of CIS member states;
- reducing damage to agricultural crops;
- providing a legal basis for coordinated joint actions in plant monitoring and control;
- developing and implementing joint methods and information systems for phytosanitary monitoring.
