ArmInfo. The Shanghai Cooperation Organization (SCO) is not delaying the membership issue of Azerbaijan and Armenia; their accession is contingent on consensus. Former SCO Secretary General (2016-2018) Rashid Alimov stated this in an interview with TASS.
"The procedure for admitting new member states is clearly defined and has consistently proven effective. Membership decisions are reached through consensus. Throughout the history of the SCO, no application has been rejected. Each application is carefully and meticulously reviewed on an individual basis. From the outside, it may seem like the process is slow, but that is not the case," Alimov noted, commenting on the issue of Baku and Yerevan joining the SCO. The organization's former Secretary-General emphasized that the focus should no be on the speed of the application process, but rather on the ongoing nature of the process.
"The SCO doesn't make quick decisions," he pointed out.
