"Exactly two years ago, on September 19, 2023, after a nine-month blockade, Azerbaijan launched a large- scale offensive across the entire territory of Artsakh.
Civilians were attacked, roads were blocked, and vital infrastructure was destroyed.
The result: 223 dead, dozens missing, and thousands wounded. The greatest loss was the forced expulsion of over 100,000 Artsakh residents from their homeland.

As a reminder, two years ago on this day, September 19, 2023, Azerbaijan, under the pretext of an "anti- terrorist operation," agreed on September 20 to disarm the NKR Defense Army and negotiate. On September 24, the exodus of Armenians from Nagorno-Karabakh (the Republic of Artsakh) began. On September 28, NKR President Samvel Shahramanyan signed a decree terminating the Republic of Nagorno-Karabakh (Artsakh) as of January 1, 2024, and dissolving all state institutions. The document was never made public, and no one has seen it. The decree was signed amid Azerbaijani aggression against the NKR and the threat of the complete physical extermination of the entire Artsakh population. After the mass forced exodus of the population of the Nagorno-Karabakh Republic, Shahramanyan, back in Yerevan, published a decree rescinding his previous decision. Despite this, various speculations regarding this matter periodically appear in the Armenian public sphere. Moreover, Armenian Prime Minister Nikol Pashinyan has repeatedly publicly stated that there cannot be an Artsakh government-in-exile in Armenia, and that there is only one military-political leadership in the country-the government of Armenia.
