Russia supports the joint decision of Azerbaijan and Armenia to dissolve the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE), which has been involved in resolving the conflict in Karabakh, as stated to RBC by Alexander Lukashevich, Russia's Permanent Representative to the OSCE, specifying that the Group is expected to be finally liquidated by December 2025.
According to him, this concerns the termination of the work of three institutions - the Minsk Group, the position of the Personal Representative of the OSCE Chairman-in-Office, and High-Level Planning Group. "Considering the parties position on the inexpediency of preserving them, we see no grounds for preventing their dissolution," the diplomat said.
According to Lukashevich, the procedure for dissolving the Minsk Group is as follows: the OSCE Permanent Council (the main decision-making body for political consultations) recommended the members of the organization "tacitly consent" to approve the ministerial decision on this matter. If no objections are raised to the dissolution of the group by September 1, the decision will be considered adopted. "It is necessary to take into account that the implementation of administrative and financial measures related to this decision will take several months. The OSCE expects to complete them by December of this year. After that all three structures that were responsible for facilitating the Nagorno-Karabakh settlement should cease to exist," the Russian permanent representative said.
