
ArmInfo. On August 14, the Government of Armenia approved the draft decree of the President of the Republic of Armenia On approval of the Agreement on training personnel for the penitentiary services of the member states of the Commonwealth of Independent States.
As noted in the justification for the document, the subject of the Agreement, signed in Moscow on December 12, 2024, is the procedure for organizing the training of relevant personnel in this area.
The adoption of the Agreement is aimed at training high-level personnel for the penitentiary services of the member states of the Commonwealth of Independent States, corresponding to the challenges of the modern world, as well as at creating effective mechanisms for interaction between the Parties in this area.
The Agreement provides that cooperation between the participating states in this area will be carried out through competent authorities in accordance with the domestic legislation of the participating states and international obligations.
The document stipulates that the training of personnel for penitentiary services will be carried out according to the programs of educational institutions of the receiving Party in compliance with the standards and restrictions established by the legislation of the latter, and the selection of candidates for training will be carried out by the sending Party. The Parties' expenses related to the implementation of the Agreement shall be borne by the competent authorities of the states of the Parties at the expense and within the limits of funds provided for in the national budgets allocated for the implementation of their functions, as well as at the expense of extra-budgetary sources attracted by the Parties (their economic entities), in the manner established by national legislation.
The Agreement establishes the procedure for submitting applications for the training of personnel for penitentiary institutions.
