On July 3, at its regular meeting, the Government of Armenia approved the draft decree of the President of the Republic of Armenia On approval of the letter of agreement on amendments and additions to the framework agreement and the attached grant rules signed between the Republic of Armenia and the Global Fund to Fight AIDS, Tuberculosis and Malaria on July 7, 2015.
As stated in the explanatory note to the document, the implementation of grant programs aimed at combating tuberculosis and HIV/AIDS, financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria, in the Republic of Armenia began in 2003. The programs are aimed at the prevention, detection, research and treatment of HIV/AIDS and tuberculosis, and in this sense, providing people living with HIV/AIDS and tuberculosis with medicines, diagnostic materials (tests) and medical equipment at the expense of grant funds is of particular importance.
From 2003 to December 31, 2024, the Republic of Armenia has received approximately USD 89.3 million in grants under the Global Fund grant programs. The grant program "Strengthening the fight against tuberculosis and HIV/AIDS in the Republic of Armenia for 2025-2027" was launched on January 1, 2025. A grant of US$9.6 million will be provided to the Republic of Armenia for the implementation of the program.
Since 2015, the above-mentioned grant programs have been implemented on the basis of the Framework Agreement signed between the Global Fund and the Republic of Armenia and the attached Grant Rules. On April 23, 2024, the Ministry of Health received a proposal from the Global Fund to amend the Framework Agreement. At the same time, the Ministry of Health was informed that agreements with the proposed amendments and additions have already been signed with other countries implementing the Global Fund grant programs, and they are not specific only to the Republic of Armenia. The specified amendments are aimed at clarifying the concepts, procedures and provisions related to the implementation of grant programs and enshrined in the Framework Agreement.
