She explained that the report of the Armenian side speaks about the forced displacement of the Artsakh population and the large flow of refugees, but does not indicate who exactly carried out the aggression against the Armenian population of Artsakh. Malkhasyan also pointed out that the UN Universal Periodic Review is usually based on several sources of information, including the national report provided by the country's government, reports from civil society organizations and the Armenian Ombudsman's Office, as well as data from international organizations and public organizations in neighboring countries. In this regard, she highlighted that reports from public organizations in Azerbaijan were also used in the case of Armenia, and that Azerbaijan's actions in these materials were often interpreted as "human rights violations by the Armenian side."
Malkhasyan also touched upon the activities of the Armenian Ombudsman's Office and emphasized the importance of its institution in protecting human rights and informing the state about any violations. However, according to the member of the initiative, all recent statements by the Armenian Human Rights Defender's Office have been general in nature, including their submitted report. . She said that in a previous UN report, 10 countries had recommended that the Armenian side should investigate all cases of torture and ensure that those responsible are held accountable. She noted that the current report from the Armenian Ombudsman's Office doesn't mention this issue.
