Persons holding a resident card or a certificate confirming legal residence in the Republic of Armenia can undergo identification in the RA and receive a Mobile ID, which will allow them to access state electronic services. The initiative of the Ministry of Internal Affairs was approved at the government meeting on April 23.
As stated in the draft decision, according to the current legal norms, only citizens of the Republic of Armenia who have received an identification card have the right to apply for and receive a Mobile ID. At the same time, due to the expansion of state electronic services, it has become possible to make these services available to foreigners legally residing in the Republic of Armenia.
According to the current legislative norms, a foreigner can apply for a resident status and receive a residence permit both personally and through an authorized person. A foreign citizen legally staying and residing in the Republic of Armenia also has the right to receive a public service number through an authorized person.
Meanwhile, provision of state electronic services is possible only with the use of strict identification means, therefore the draft law establishes the corresponding rules for foreigners, namely, they will be able to submit an application and receive a Mobile ID after putting the appropriate mark on identification by the Migration and Citizenship Service in the foreigners' registration system, for which the foreigner must first appear at the Migration and Citizenship Service of the Ministry of Internal Affairs.
In the context of the above, in order to ensure uniform legal application, the draft law provides that the said provision also applies to foreigners who, prior to the entry into force of these rules, had resident status and a corresponding valid document confirming it, as well as a valid certificate confirming the legality of residence.
