ArmInfo. Families in need, forcibly displaced from Nagorno-Karabakh, will receive additional social benefits in Armenia from April to December 2025. The decision was made on April 10 at a government meeting.
Assistance will be received by families in which the monthly income per family member is less than 55 thousand drams. One family member will receive 40 thousand drams, starting with the second family member and for each subsequent one - 10 thousand drams.
Assistance will not be received by families that own a house or apartment in Armenia, as well as families in which someone has a car manufactured after 2017.
The following will not be beneficiaries of the program:
1) persons temporarily residing in a social protection institution;
2) persons temporarily residing in territories that are in state or municipal ownership;
3) persons temporarily residing in hotels or rest homes with state assistance;
4) families, one of whose members is the sole owner of residential real estate located in the territory of the RA, or one or more family members jointly have a common joint or shared ownership right to the same property (one family member or members jointly with a 50 percent or more share), or one or more family members jointly have a right of purchase registered in the manner prescribed by the Law to the same property (one family member or members jointly with a 50 percent or more share).
5) families, one of whose members owns a motor vehicle manufactured after 2017 (registered and having a state license plate in the RA), or if the annual amount of property tax on the motor vehicle (in case of having more than one real estate in the family - the total amount) exceeds 15,000 drams.
The annual financial allocation for the implementation of the event will amount to 1 billion 838.7 million drams. It is expected that about 3,000 families (11,430 people, of which 8,430 are second family members) will become beneficiaries of the program.
In October 2023, a program was launched in Armenia, within the framework of which 40 thousand drams (about 100 dollars) per month per person were allocated to cover the housing costs of each family forcibly displaced from Nagorno-Karabakh, and another 10 thousand drams to pay for utilities. The program was supposed to cover all displaced citizens, regardless of age, with the exception of those in special centers and those who are not in Armenia. At the same time, property owners in Armenia were entitled to 10 thousand drams to pay for utilities.
Initially, the program was approved as a temporary measure, for a 6-month period, since it was planned to implement a housing program. Then it was decided to continue the program until the end of 2024. In November 2024, the authorities announced that the terms of the program (40 + 10) would be revised. As a result, it was decided to review the terms of the 40 + 10 program - from April 2025, people of working age were excluded from the list of beneficiaries. At the same time, the amount of assistance from April to June inclusive will be 40 thousand drams, and from July to December inclusive - 30 thousand drams.
