ArmInfo. The Armenian-Azerbaijani peace treaty does not specifically mention the presence of an observation mission, there is only a general statement about the presence of third forces. Secretary of the National Security Council of Armenia Armen Grigoryan stated this in a conversation with journalists in Yeghegnadzor on February 28. "This may also concern the European Union, but the peace agreement does not specifically mention the EU civilian mission," he said.
Touching upon the peace negotiations, he reiterated that 15 out of 17 articles were agreed upon after extensive efforts, with no progress made on the remaining two. "Armenia is committed to finalizing these two articles. We are currently in talks, and will respond when we are ready," he noted. The official also mentioned that there was a provision in the initial draft peace treaty regarding the lifting of the regional communications blockade, but it was later removed.
