ArmInfo. The Ministry of Justice of Armenia has introduced a bill that is clearly unconstitutional. If adopted, this bill will make citizens liable for penalties. This assessment was made by Vahe Grigoryan, a specialist in constitutional and administrative law, touching upon the draft amendments to the Code of Administrative Procedure of the Republic of Armenia initiated by the Ministry of Justice and posted on the unified portal of legal acts e-draft the day before.
As the lawyer pointed out, according to the current procedure, appealing fines to a higher authority or court suspends their execution. Meanwhile, the Ministry of Justice has circulated a draft, stating that the fine must be paid regardless of any appeal. he wrote on the social network.
Grigoryan believes that if this bill is passed, it will result in numerous violations of the Constitution and the removal of an effective mechanism for protecting citizens from illegal practices. He argues that citizens will be compelled to pay fines that are initially worthless and invalid fines, equating it to robbery.
