


ArmInfo. By decree of the Russian Ministry of Foreign Affairs, Igor Borisovich Titov has been appointed as the Consul General of the Russian Federation in Gyumri, Armenia.
According to a press release from the Russian Ministry of Foreign Affairs, the 64-year-old diplomat is fluent in Japanese, English and French. In 1985, he graduated from the Institute of Asian and African Countries at Moscow State University named after M.V. Lomonosov. From 2019-2023, he served as the head of the Rossotrudnichestvo representative office in Japan. From 2023-2024, he was the Vice-president of the All-Russian public organization "Russia-Japan Society." And from 2024-2025, he was the head of the Advance Group for the opening of the Russian Consulate General in Kapan, Armenia.
