ArmInfo. On February 27, at a regular meeting, the Government of Armenia approved the draft law on ratification of the Agreement with the Government of the Russian Federation on the terms of operation of the Russian-Armenian University (RAU) in the Republic of Armenia.
As stated in the explanatory note to the document, the agreement between the Government of the Republic of Armenia and the Government of the Russian Federation on the terms of operation of the Russian- Armenian University in the Republic of Armenia was signed on December 20, 2024 in Moscow.
It is noted that the expediency of ratifying the Agreement is due to the need to increase the efficiency of the management, educational and research activities of the Russian-Armenian University, as well as the desire to bring the processes in line with the legislation of the Republic of Armenia and the Russian Federation.
"In order to implement best practices, as well as to develop effective interethnic dialogue and cooperation, the Agreement includes a provision on the possibility of creating faculties and other structural divisions of educational and/or scientific organizations of the Republic of Armenia, the Russian Federation and other countries on the basis of the University. The Agreement also provides for a clear mechanism for distributing the number of places for admission to training at the expense of budgetary allocations from the budget of the Russian Federation. Financial support for scientific, scientific and technical, innovative, expert, experimental and production activities will be carried out on the basis of a wide range of targeted sources of funding and in accordance with the national programs of the Republic of Armenia and the Russian Federation.
The Agreement more clearly formulates the fundamental approaches to the management of the University, applies the principle of equal approach to the implementation of educational programs in accordance with the legislation of the Republic of Armenia and the Russian Federation. The Agreement establishes that the Rector is elected by the Governing Council in accordance with the Charter and is approved in office by a joint order of the authorized bodies for a period of up to 5 years. The same person cannot hold the position of Rector for more than 2 consecutive terms. Labor relations with the Rector are regulated by an employment contract concluded between the Rector and the authorized body of the Armenian side, acting as an employer and acting on behalf of the founders of the University."
The authorized bodies are the Ministry of Education, Science, Culture and Sports of the Republic of Armenia on the Armenian side and the Ministry of Science and Higher Education of the Russian Federation on the Russian side, the document says.
