Thus, on his Facebook page, the politician wrote that this decision of the Armenian authorities should be annulled. He considered this innovation to be another step by the authorities to mock the people. "Universal income declaration will create very serious problems for citizens.
About 2,600,000 citizens must fill out a declaration for this year. However, there is only one solution to the problem: universal income declaration in the Republic of Armenia must be abolished," Arakelyan noted.
At the same time, he said that his political force intends to initiate the collection of signatures for the abolition of these provisions of the Tax Code (amendments to the Law in the National Assembly or a referendum).
In 2023, the implementation of the Universal Declaration of Income of all citizens-residents of the republic was launched in Armenia. By May 1, 2024, the first group of declarants filed a tax return. At the first stage, the income declaration for 2023 will have to be filed by citizens who, as of December 31, 2023, hold municipal or state positions in accordance with the Law "On Civil Service". In addition, the first stage includes RA citizens who, as of December 31, 2023, are participants (shareholders, co-owners, members) of commercial organizations-residents of the RA, which declared a gross income of 1 billion drams or more based on the results of 2022, as well as those citizens who are considered real beneficiaries in accordance with the RA Law "On Combating Money Laundering and Terrorist Financing" and those who received a loan of 20 million drams or more in 2023. For the reporting year of 2024, the declaration will be submitted by citizens who are employees in the private sector and those who received income under a civil law contract. In 2025, all other resident citizens will become declarants. Declarations must be submitted before May 1 of each year following the reporting year. All minors are exempt from the obligation to submit income declarations.
