The state bodies of Armenia, including the National Security Service, are fully capable of upholding the rule of law and order, and this is evidence of the development of the institutional capacities of the law enforcement system and the NSS of the republic. This was stated by the Prime Minister of the Republic of Armenia Nikol Pashinyan at a ceremonial meeting dedicated to the Day of the National Security Service Employee.
According to the Prime Minister, as quoted by the government press service, 2024 is an important year in this context, since the NSS has fulfilled its task this year. "I must also emphasize that the changes that have taken place in the National Security Service.
The main essence of the changes was that the leadership no longer holds a civilian government position, but this does not diminish, but, on the contrary, emphasizes the importance of officer and military service. I have said many times that the officer corps of the NSS is the backbone and support of any state. The officers of the Republic of Armenia, the officer corps in general and, of course, the National Security Service are of paramount importance in this regard. In order to further develop and strengthen this thesis, we have included in our reform program an agenda for strengthening officer education in the Republic of Armenia, which needs to be developed by the Armenian military. The Republic should pay special attention to this.
I must emphasize that indeed, in 2024, the National Security Service, with its actions and activities, has definitely increased confidence in itself and the conviction that every year we have a more effective service capable of ensuring the security of the state and society," Pashinyan said, pointing out, in particular, several very large and significant terrorist attacks that were prevented by the National Security Service.
"Of course, for many this is just a short news report, sometimes only for a day or two, maybe for a week, actively circulating in the media and social networks, but I think many do not understand how much work has been put into all this. We have gone through very difficult situations in recent years, but Armenia's security and stability have been preserved. For example, when various political events occur, in many cases we qualify this as instability. In a democratic society, these manifestations should and will always be, but it is very important to maintain law and order as much as possible at this time. And our state bodies, including the NSS, are fully capable of upholding law and order, and this is evidence of the development of the institutional capabilities of our law enforcement system and the NSS. In recent years, funding for the NSS has increased significantly, which is reflected in the development of infrastructure, opportunities, and the improvement of social guarantees for NSS employees. And I am very glad that we can record such results," the Prime Minister emphasized.
He also pointed out the successful role and activities of the National Security Service in the field of counterintelligence. "We talked about agent networks, about 5 columns, but the Service managed to uncover many, even seemingly incredible networks. I would especially like to note the creation and development of a special unit, one of the key and important tasks of which is to ensure the functioning of international communications and infrastructure passing through our country. I am again glad to state that the institutional capabilities of the National Security Service are growing, and the NSS proves its effectiveness at every opportunity. But I also want to emphasize the following: it is very important that the policy currently pursued by the NSS be to begin the process of updating the Service. In recent years, including as a result of some reforms and decisions, there has been a fairly noticeable influx of young personnel into the NSS. And this is very important, because our experienced generals and officers, who have served in the NSS for many years, have the opportunity to pass on a serious legacy to them," the head of government noted.
He emphasized that after the popular, non-violent, velvet revolution of 2018, there were no upheavals not only in the NSS, but also in the entire law enforcement system. The NSS is one of such successful examples, where the best traditions of professionalism have been preserved. "The NSS and we understand that modern technologies and the world are developing very quickly. Even with the greatest knowledge, the greatest intellect, standing still, you can remain many miles behind, because they are developing very quickly. Yes, education should become the daily activity of the NSS, enriching skills, honing them, testing them, understanding which of the reliable knowledge or skills are already outdated. There is a skill that was very effective twenty years ago, but this skill not only does not work effectively today, but also works against you. And I am very glad that there is such a mood in the service itself that in a changing world we need to change and transform. And this is one of the important guarantees that the National Security Service of the Republic of Armenia will continue to develop and achieve success," Pashinyan concluded.
