Yerevan has sent mutually acceptable proposals on remaining points of  peace agreement to Baku - Armenian FM 

ArmInfo. In 2024, Yerevan achieved certain successes in the negotiation process on a peace treaty with Baku. We are talking about the delimitation of the border. This was stated on January 8 at a press conference on the results of 2024 by Armenian Foreign Minister Ararat Mirzoyan. 

According to him, in fact, the parties managed to sign the first  international document defining the procedure for delimitation on the border - the regulations on delimitation and demarcation, and then the delimitation of a certain section of the border took place on the ground. In this vein, he called on citizens to visit the delimited section of the border and see with their own eyes the work done. "There is an agreement to continue work in this direction, and in January of this year, another meeting will be held at the level of the Deputy Prime Ministers of Armenia and Azerbaijan and the commissions they lead. There is also an understanding in which direction to continue the delimitation," the minister said.

Speaking about the peace treaty, Mirzoyan recalled a series of  meetings with the Azerbaijani side at various levels on this issue and stated that, nevertheless, despite numerous meetings and negotiations, the document between Yerevan and Baku has not been signed. He drew attention to the fact that official Yerevan sent its latest version of the draft treaty a month and a half ago and is waiting for a response from Baku. Mirzoyan also recalled that back in August 2024, Yerevan proposed that Baku sign the agreed 13 points of the treaty and continue negotiations on the remaining uncoordinated provisions, however, the Azerbaijani side rejected these proposals of  the Armenian authorities.

"At the moment, we have agreed on 15 out of 17 points, let's see what Baku's response will be to our proposals on the remaining two points. We are confident that we have proposed mutually acceptable solutions that will allow not only to sign the document, but also to find a comprehensive solution to the existing issues," the head of the Armenian Foreign Ministry noted.

According to him, the third component of the Armenian-Azerbaijani normalization is the issue of unblocking regional communications. In this regard, Mirzoyan recalled the "Crossroads of Peace" project proposed by the Armenian government, which, according to him, forms a broad international agenda on this issue. 

"As for the unblocking of communications between Armenia and Azerbaijan, the Armenian side voiced its proposals at the level of the Prime Minister in Kazan, which were later confirmed by Deputy Prime Minister Mher Grigoryan. Initially, there was a positive reaction from Baku to these proposals, at least that was my impression, but unfortunately, there has been no official response from Azerbaijan to this day. Our proposal recorded all the problems that exist to this day. At the first stage, it was proposed to unblock the railway communication through the south of Armenia: Yeraskh-Nakhichevan and so on. The proposal proposed customs and border liberalization, as well as security mechanisms for transit cargo," the head of the Armenian Foreign Ministry explained.

In the context of the "Crossroads of Peace" project, Mirzoyan also touched upon contacts with the Turkish side and noted that Yerevan and Ankara agreed to assess the condition of the railway track. "And naturally, we are confident that the restart of the Kars-Gyumri railway line will bring great economic benefits not only to Armenia and Turkey, but also in a broader context. Unblocking regional communications will become a significant factor for regional peace," the chief diplomat of Armenia expressed confidence.
