The Committee on State and Legal Affairs of the National Assembly of the Republic of Armenia issued a positive conclusion on the amendments to the Law "On Civil Service" submitted by the Government of the Republic of Armenia in the first reading at the meeting on November 11.
As Vache Kalashyan, Head of the Civil Service Bureau of the Prime Minister's Office, noted in his speech, in the conditions of the internal competition for filling a vacant position among civil servants, the requirement for certification is removed, instead of which only the interview method will be used.
This measure will improve the efficiency of internal procedures. Civil servants who are in the personnel reserve of other departments that meet the requirements of the Law "On Civil Service" will also be able to participate in the internal competition. This applies to departments such as the State Revenue Committee, the Service for the Compulsory Execution of Judicial Acts and the Rescue Service of the Ministry of Internal Affairs.
It is planned to abandon competency tests and switch to a simple interview during internal competitions. When a vacant position appears, an announcement about its replacement must be distributed within 1 month and held within three months.
As Kalashyan noted, during the interview, not one but two participants who overcome the established threshold may be recognized as the winner. In this case, the certification committee makes a decision under one of them by a majority of votes.
