ArmInfo. The position of the parliamentary opposition in the National Assembly of Armenia on the Regulation on the state border between Armenia and Azerbaijan submitted for ratification is puzzling. This was stated by the Vice Speaker of the Parliament Ruben Rubinyan from the rostrum of the National Assembly on October 22.
"We often hear that the submitted law is unconstitutional, that there are risks associated with the fact that Baku will not ratify the document, etc. But if this is so, then why should Baku not ratify this document?" - the Vice Speaker asked.
He also pointed out the unacceptability of the possibility of ratifying the document with reservations, since such reservations are applied to international treaties and conventions.
In this regard, the secretary of the "Armenia" faction of the RA National Assembly Artsvik Minasyan drew attention to the fact that the justifications of the country's parliamentary leaders correspond to the statements of the Azerbaijani authorities. Minasyan recalled that at one time, the current Prime Minister of the Republic of Armenia Nikol Pashinyan also voted for the adoption of the law on the administrative- territorial division of Armenia.
"The question is for you, Nikol Pashinyan, when in 2014, as a member of the National Assembly, you voted for the adoption of this document, did you then think that Artsakh is Armenia and that's it? If yes, this means that even then the current Prime Minister was thinking about how to leave Artsakh as part of Azerbaijan. If not, then all the theses of the representatives of the ruling faction are simply collapsing before our eyes," the oppositionist noted, adding that the actions of the country's authorities are illegal. For this reason, the faction will not participate in the discussions and voting on the draft of the presented document. Another opposition parliamentary force, the "I have the honor" faction, also announced its intention to refuse to participate in the discussions, as reported by the head of the faction, Hayk Mamijanyan.
On August 30, Yerevan and Baku signed a regulation on the joint activities of the commissions for delimitation and demarcation of the state border. The regulation was adopted by the Armenian government at a meeting on September 5.
In particular, it provides for the organization of delimitation work, the adoption of relevant documents, the preparation of a protocol-description of the crossing of the state border, the preparation of a delimitation map of the appropriate scale, as well as the work of expert groups. It is also noted that the regulation and documents that will be adopted on its basis will supplement the legal basis for ensuring the full course of delimitation work. The regulation provides for the regulation of procedural issues between the two countries after the signing of the state border treaty. On September 26, the Constitutional Court recognized the Regulation as consistent with the Constitution.
