ArmInfo. Azerbaijan's demands on Armenia will be endless until Armenia fulfills two conditions. A similar point of view was expressed by political scientist Stepan Hasan- Jalalyan, reacting to the latest demands of Azerbaijani President Ilham Aliyev to Armenia, made from occupied Shushi on the sidelines of the media forum.
The latter, in particular, announced the possibility of signing a peace treaty between Armenia and Azerbaijan under two conditions: changes to the Constitution of the Republic of Armenia and the dissolution of the OSCE Minsk Group, which has an international mandate to resolve the Nagorno- Karabakh conflict.
"Azerbaijan will stop making demands on Armenia in two cases. In the first, when Armenia inflicts a crushing defeat on Azerbaijan, forcing it to sign a peace treaty on humiliating conditions. In the second, when the Republic of Armenia ceases to exist. To eliminate the second option and implement the first, it is necessary to persistent and focused work in all directions, which, however, is only possible after the current Prime Minister of Armenia Nikol Pashinyan is removed from power," the expert said.
Regarding Aliyev's demands on Armenia, Hasan-Jalalyan noted that the Declaration of Independence of Armenia, which the Azerbaijani dictator considers problematic for Azerbaijan, is mentioned in the preamble of the Constitution of Armenia. "And the preamble of the Constitution of the Republic of Armenia is not subject to change. The fact is that the Constitutional Court of Armenia, in its ruling of April 29, 2021, stated that the preamble of the Constitution is a provision that is not subject to change. Therefore, the preamble of the Constitution of Armenia, which mentions the Declaration of Independence of the Republic of Armenia , cannot be changed under any circumstances," he noted.
Regarding the dissolution of the OSCE Minsk Group, the political scientist expressed confidence that Aliyev, in an effort to achieve the dissolution of the OSCE Minsk Group, wants to abandon his numerous written obligations to resolve the Azerbaijani-Artsakh conflict in accordance with the principles of international law. In this vein, he recalled that one of the fundamental documents for the settlement of the Nagorno-Karabakh conflict was the well-known Madrid principles, which also envisaged the resolution of disputes in accordance with the principles of the right of nations to self-determination and the non-use of force or threat of force.
"Thus, at least taking into account the above, neither of the two demands of Azerbaijan presented to Armenia can be fulfilled," the political scientist said, noting that Aliyev himself admitted that these are not the last demands of Azerbaijan towards Armenia and Others may be put forward in the future.
