ArmInfo. Armenia needs to return to a semi-presidential form of government. Deputy Chairman of the Armenian National Congress party Aram Manukyan stated on February 29 at discussions organized by the Hayaqve initiative.
According to him, unlike the parliamentary system of government, the semi-presidential form has one, but very significant advantage. It is about another people's mandate. This makes it possible to ensure the use of mutual mechanisms of containment and full separation of all branches of power.
Manukyan noted that, despite the existence of disagreements with the politicians participating in the discussions, he intends to support the movement for the defense of the Declaration of Independence and Armenian statehood Statehood. "If someone decided that something should be removed from there, they should know that they are violating our honor, because that declaration is the birth certificate of the country, which cannot be changed," the politician said.
Manukyan emphasized that no one has the right to challenge the birth of the country with legal acts. Moreover, throughout recent history, not a single politician or party, with the exception of the current leadership, has opposed this document.
On January 19, at the Ministry of Justice of the Republic of Armenia, Prime Minister of the Republic of Armenia Nikol Pashinyan stated that Armenia needs a new Constitution that will make the Republic of Armenia more viable in the new geopolitical conditions. The prime minister's opponents point out that the initiative comes from Baku, mainly with the goal of eliminating from the Constitution references to the Declaration of Independence, which contains reference to the resolution on the reunification of the Armenian SSR and Nagorno-Karabakh. The 11th paragraph of the Declaration of Independence, which states that the Republic of Armenia supports international recognition of the Armenian Genocide of 1915 in Ottoman Turkey, is also considered problematic.
