"Paragraph 9 of the tripartite statement does not contain anything about the Russian Federation controlling any territory of Armenia. Not to mention the fact that the remaining points (of statement) were essentially torn up and thrown away by Russia and Azerbaijan. How can one point work when the rest do not work? Referring to paragraph 9 of the statement is no longer relevant, since Azerbaijan and Russia violated their obligations on other points.

Paragraph 9 of the statement dated November 9, 2020 states: "All economic and transport connections in the region will be opened. Armenia guarantees the safety of transport communications between the western regions of Azerbaijan and the Nakhchivan Autonomous Republic in order to organize the unhindered movement of citizens, vehicles and cargo in both directions. Control over transport communications is carried out by the Border Service of the FSS of Russia. By agreement of the Parties, the construction of new transport communications will be ensured, connecting the Nakhichevan Autonomous Republic with the western regions of Azerbaijan".
