ArmInfo. The main issues related to the purchase of Russian weapons have been resolved, RA Minister of Finance Vahe Hovhannisyan said on January 31 at the final press conference.
The head of the Ministry of Finance indicated that such discussions are held in secrecy, and therefore he cannot reveal much.
"As far as I know, all the main issues have been resolved. At least, I did not receive any reports from my partners from the Ministry of Defense that there were any problematic issues remaining," Hovhannisyan said.
In 2023, the Armenian authorities repeatedly accused Russia of not fulfilling the arms contracts worth more than 400 million dollars.
Prime Minister of Armenia Nikol Pashinyan spoke about this for the first time on September 29, 2022, at a government meeting. In particular, he noted that "there are cases when hundreds of millions of dollars are paid, but supply obligations towards Armenia are not fulfilled, including by allied countries." On November 24, 2023, Pashinyan said that the Russian side could write off part of the Armenian debt in exchange for weapons that Armenia purchased but which were never delivered. The Russian side does not comment on this issue.
In January of this year Member of the Defense Commission Gagik Melkonyan reported that a batch of Russian weapons was delivered to Armenia. The other day, the Ministry of Defense of the Republic of Armenia, in response to a written request from the Armenian service of Radio Liberty, stated that problematic issues with Russian companies in the arms sector have been mostly resolved, but a number of problems remain unresolved. At the same time, they did not clarify whether we are talking about contractual obligations of $400 million or not.
