In this regard, according to him, there is a need for an institution of guarantors of compliance with agreements. At the same time, as Marukyan noted, there is a misconception in the media that if meetings between the parties take place in Moscow, Brussels or Washington, then the capital city participating in this meeting is the guarantor.
"There's no such thing. The guarantor mechanism must be documented in the contract, which is the subject of negotiations, including at this stage. This mechanism will also eliminate arbitrary interpretation of the wording in the peace treaty, and in case of disputes, it will provide the opportunity to appeal to an independent international court, an institution that will clarify the situation," Marukyan said.
