Nagorno-Karabakh state institutions inadvisable in Armenia - Vahagn  Khachaturyan 

ArmInfo. State institutions of Armenia must operate in the Republic of Armenia, President Vahagn  Khachaturyan told reporters on November 28 as he spoke of the future of Nagorno-Karabakh state institutions in Armenia. 

"What is the purpose of functioning of the state institutions of  Artsakh in the country? There is the Republic of Armenia, on whose  territory the state institutions of the Republic of Armenia operate.  What functions should Artsakh state institutions perform?" Armenia's  president asked, adding that the Republic of Armenia protects the  rights of Artsakh people in the country.

The President emphasized that the issue of the return of Artsakh  residents to their places of permanent residence will have to be the  subject of negotiations with Azerbaijan. "Armenia did not surrender  Nagorno- Karabakh, and Yerevan recognized the territorial integrity  of Azerbaijan back in 1991," said the RA President.
