According to Azerbaijani media reports, "Hajiyev said that "the statements about reaching an agreement on the establishment of international mechanisms for protecting the rights and security of Armenians living in Karabakh are a lie." However, the assistant to the President of Azerbaijan admitted that such an issue was discussed. <The discussion of any issue at the talks does not mean that an agreement has been reached on this issue. At a September 27 meeting at the White House in Washington, hosted by US National Security Adviser Jake Sullivan, we reaffirmed that Azerbaijan will not discuss the rights and security of the Armenian population living in Karabakh with any international partner, as these are internal affairs of our country, and in accordance with the Constitution of Azerbaijan, the issue of establishing an international mechanism regulated on the basis of the laws of national sovereignty is also excluded."," the Azerbaijani official said. It should be reminded that today in the National Assembly of the Republic of Armenia the Secretary of the Security Council of the Republic of Armenia reacted to this statement by Hajiyev. Armen Grigoryan noted that there are things that cannot be refused. " Not only the Armenian, but also the American side participated in the negotiations in the hall, and there is a protocol about this, which the Azerbaijani side knows about, and I am surprised that Baku denies the facts," Grigoryan said.
It should be noted that discussions on the issue of direct negotiations and the above-mentioned international mechanism started on September 27 during a meeting in Washington between Secretary of the Security Council of Armenia Armen Grigoryan, Assistant to the President of Azerbaijan for Foreign Policy Hikmet Hajiyev and National Security Adviser to the US President Jake Sullivan. After this meeting, the media leaked a document in which some agreements were recorded. After the leak of the document, there was no official refutation by either the authorities of Armenia or Azerbaijan. In the part about direct negotiations in the Washington document, in particular, it was noted: "The government of Azerbaijan will appoint a representative to work with a similar representative of the Armenian ethnic community of Nagorno- Karabakh and will discuss the rights and security of the inhabitants of Nagorno-Karabakh. The representatives will ensure the transparency of discussions to the international community. The parties will jointly discuss the role of international observers without prejudice to the sovereignty of Azerbaijan, as well as to ensure the protection of the minority groups in Nagorno-Karabakh."
