ArmInfo.It is the involvement of other geopolitical and power actors, beside Russia and Turkey, in the regional processes that precluded further disastrous concessions by Armenia after the Sochi meeting, Hrachya Arzumanyan, an expert in national security, told ArmInfo.
"Of course, Yerevan, Moscow and Baku are still negotiating. However, in contrast to November 2020, we can see the needs and interests of other power actors accounting for the South Caucasus developments. This last-named fact makes Yerevan`s work somewhat easier, giving Armenia more room for both diplomatic and military maneuvering," Arzumanyan said.
According to him, the war against Armenia is going on, with only the format changed since 2020. Azerbaijan`s aggression against Artsakh expanded to Armenia`s territory. In the context of security guarantees, Mr Arzumanyan stressed the differences in perceiving the guarantees by Armenia, Russia and Azerbaijan. And this is the reason for the negotiators` different positions.
In this context, the expert stressed that, unlike Azerbaijan and Russia, the Armenian society and state yet have to form their idea of security. Does Armenia perceive security as ensuring its own sovereignty as fundamental approach to this issue? A separate issue is Yerevan`s presenting to international agencies the fact of Azerbaijani occupation of part of Armenia`s territory.
"The ongoing threats and hostilities against Armenia demonstrate Baku`s intention to occupy the so-called 'Zangezur corridor' to impair Armenia`s sovereignty over Syunik. Under the circumstances we have no right to speak of border delimitation and demarcation. We must speak of war, of Armenia`s military security. And as long as Turkey and Russia go on forcing decisions on Armenia, it is a military action against Armenia. In this context, I consider the approaches to border delimitation and economic cooperation wrong. Ruling out any military logic must be the first step to peace," Arzumanyan said.
