ArmInfo. Developments are taking place prior to the Pashinyan- Aliyev meeting to be held on the sidelines of the forthcoming Eastern Partnership Summit in Brussels, which will considerably influence the meeting results, political scientist Ruben Mehrabyan told ArmInfo.
"We have seen the result of Foreign Minister Ararat Mirzoyan`s visit to Stockholm, as well as of the trilateral meeting between the Armenian-Russian and Azerbaijani vice-premiers. And now we are expecting the results of Armenian leaders` participation in the Summit for Democracy in Washington, December 9-10. Only after the three all-important stages will the negotiations enter the Brussels stage," he said.
Commenting on the results of the top-level Armenian-Azerbaijani-Russian talks in Sochi, Mehrabyan singled out the logical ways out of the current situation after the largest-scale clashes on the Armenian- Azerbaijani border since the 44-day war. Although these are provisional and tactical decisions, Yerevan has succeeded in getting its own methods of settling disputes with Baku employed, the expert said. In question are Armenia`s regular proposals to differentiate the problems to facilitate the process of finding comprehensive solutions to further problems. In other words, if a problem is impossible to solve now, the sides are seeking to resolve the one they can resolve now in the interests of both of them. "As a result, the Armenian-Azerbaijani problems are now in three big cases: the first is border delimitation and demarcation; the second is unblocking of trunk lines; the third is the Artsakh problem as such. Besides, the war has caused humanitarian problems: POWs, forcibly displaced people, etc. It is clear that the most complicated case is Artsakh. And I do not see any solution to the problem in the short or medium term. But the other problems can be resolved. And this is the core of the Sochi statement," Mehrabyan said.
