ArmInfo.Armenian Human Rights Defender Arman Tatoyan, commenting on the incidents in Artsakh, pointed to the deliberate nature of the actions of the Azerbaijani  Armed Forces.

"One important fact should be taken into account: yesterday's attack  was carried out in the direction of the Karabakh village of Norshen,  to which the positions of the Azerbaijani Armed Forces are located.  The shots were also in the direction of the village of Kharav and  other settlements," Tatoyan said.

The Human Rights Defender recalled that the Azerbaijani Armed Forces  commit criminal attacks of the same nature in the border settlements  of the Republic of Armenia.

"In both cases, the rights of civilians to life and safety are  deliberately violated, the normal life of people, the possibility of  earning money, free movement on the roads, etc. are violated. At the  same time, cases of not only shooting, but also theft, deliberate  destruction of people's property, obstruction of agricultural work  are recorded" ,  said in a statement.

The Ombudsman stressed that both in Armenia and in Artsakh, Armenian  servicemen protect the rights of civilians to life, security,  property, family earnings and other vital rights.

"In both cases, there is only one source that feeds the criminal  encroachments and gross violations of people's rights, the policy of  Armenophobia, enmity, ethnic cleansing and genocide carried out by  the Azerbaijani authorities.

This policy has institutional foundations, and, of course, in such  conditions, violations will continue, and full security of the  civilian population will not be ensured, "Arman Tatoyan stated.

Earlier it was reported that in the evening of October 14, the  Azerbaijani Armed Forces opened fire on a combat post deployed in the  eastern direction of the Republic of Artsakh. As a result of the  shelling, six servicemen received gunshot wounds. "This is a direct  result of the genocidal, fascist policy of the Azerbaijani  authorities. The presence of the Azerbaijani armed forces in the  vicinity of Armenian settlements is a serious threat to the security  and tranquility of people, a violation of their right to life.   Considering that the positions of the Artsakh Defense Army are in  close proximity to Nor Shen and other communities protect the life  and safety of civilians, it is obvious that the armed forces of  Azerbaijan are directly responsible for their criminal actions and  harm to the health of wounded soldiers, "Human Rights Defender of  Armenia Arman Tatoyan wrote on his Facebook page.
