ArmInfo.One of the problems in the implementation of the deployment of Russian border guards along the Armenian-Azerbaijani border is the lack of international legal framework, which is superimposed on the lack of mutual trust of the parties. This was stated during a briefing by Alexander Bikantov, Deputy Director of the Information and Press Department of the Russian Foreign Ministry.
In this regard, he stressed that sustainable de-escalation at the border can only be ensured by the immediate start of work on the delimitation of the border between Armenia and Azerbaijan with its subsequent demarcation. "Russia stands for the earliest possible solution to this issue," the diplomat emphasized. At the same time, he noted that the Russian side is seriously concerned about the increased frequency of armed incidents on the border of Armenia and Azerbaijan, occurring in different parts of the Armenian- Azerbaijani border, which is accompanied by human casualties on both sides. "Unfortunately, despite all the steps taken, the tension on the border has not yet subsided," Bikantov said. In this vein, the diplomat called on the parties to avoid any actions fraught with further degradation of the situation. "The emerging issues must be resolved by peaceful political and diplomatic means," said a spokesman for the Russian Foreign Ministry.
He stressed that Russia is ready to continue to make an active contribution to the process of normalizing the situation in the area of the Armenian-Azerbaijani border, including through de-escalation measures and the launch of the process of delimitation and demarcation of borders. These efforts, together with the unblocking of economic and transport ties in the region, as well as the stimulation of intercommunal dialogue, according to the representative of the Foreign Ministry, will turn the Transcaucasia into a zone of stability, security and prosperity in accordance with the statements of the leaders of Russia, Armenia and Azerbaijan dated November 9, 2020 and January 11, 2021.
To recall, a few days earlier, the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Armenia Sergey Kopyrkin, commenting on the proposal of the Prime Minister of Armenia on the deployment of strong points of Russian border guards along the entire border of the Republic of Armenia, noted that the issue of placing Russian border guards on problem areas of the Armenian-Azerbaijani border is being discussed with active participation the Russian side, which is ready to take appropriate steps. However, this issue, according to him, requires discussions in a trilateral format. "We understand the importance of this problem," the diplomat said, noting that practical work in this direction is underway.
