ArmInfo.Today, on August 3, President of Armenia Armen Sarkissian signed a decree on the appointment of the Ministers of Health, Emergencies, Economy, Finance, Justice, as well as Minister of Education, Science, Culture and Sports and a Deputy Prime Minister. The press service of the RA President informs.
To note, Anahit Avanesyan, Andranik Piloyan, Vahan Kerobyan and Vahram Dumanyan previously headed the Ministry of Health, Emergency Situations, Economy, Ministry of Education and Science, respectively, in Pashinyan's cabinet. The Ministry of Justice was headed by former ombudsman Karen Andreasyan.
Former Minister of Economy Tigran Khachatryan, who left this post in November 2020, has been appointed Minister of Finance. Mher Grigoryan was appointed Deputy Prime Minister.
Yesterday, the President, at the proposal of the Prime Minister, appointed the Ministers of Defense, Environment, Labor and Social Affairs, as well as the Deputy Prime Minister. Narek Mkrtchyan, who previously dismissed from the post of first deputy minister, will head the Ministry of Labor and Social Affairs, while Romanos Petrosyan will head the Ministry of the Environment. By the decree of the President of the Republic of Armenia, acting Minister of Territorial Administration and Infrastructures Suren Papikyan was appointed Deputy Prime Minister of Armenia.
According to the Constitution, the government is formed within fifteen days after the appointment of the Prime Minister. The Prime Minister, within five days after his appointment, proposes to the President of the Republic candidates for the positions of Deputy Prime Ministers and Ministers. Within three days, the President of the Republic either appoints deputy prime ministers and ministers, or applies to the Constitutional Court. The Constitutional Court considers the appeal and makes a decision within five days. If the President of the Republic fails to comply with the requirements established by this article within three days, the respective Deputy Prime Minister or Minister shall be deemed to have been appointed by force of law.
The Prime Minister, within twenty days after the formation of the Government, shall submit to the National Assembly the program of the Government. The National Assembly approves the Government's program within seven days by a majority vote of the total number of deputies. If the National Assembly does not approve the programs of the Government and does not elect a new Prime Minister in accordance with paragraphs 2 and 3 of Article 149 of the Constitution, then the National Assembly is dissolved by force of law. If the National Assembly elects the Prime Minister, but again does not approve the programs of the Government, then the National Assembly is dissolved by force of law. Part 3 of this article does not apply to the program of the Government formed in accordance with Article 115 of the Constitution. If the program of this Government is not approved, the National Assembly is dissolved by law.
