ArmInfo.At least in the first months of the work of the parliament of the 8th convocation, the main place on its agenda will be occupied by mutual accusations of Nikol Pashinyan, Robert Kocharian and Serzh Sargsyan. Ambassador Extraordinary and Plenipotentiary, former head of the NKR Foreign Ministry Arman Melikyan, expressed a similar opinion to ArmInfo.
"The former presidents and their inner circle will accuse the prime minister and his team of creating the preconditions for war, inability to adequately resist the aggression of Azerbaijan and Turkey, of surrendering. Unfortunately, such an agenda, in all likelihood, will turn the National Assembly into an arena of uncompromising struggle between the victorious "steel velvet" and the defeated " Karabakh clan, "he stressed.
Such a substitution of the role and functions of the parliament, according to the diplomat's forecasts, threatens with negative consequences in the relations between Artsakh and Armenia already at the public level. According to Melikyan, this struggle between the past and the present is quite capable of further deepening the artificial gap between the Armenians from Armenia and the Armenians from Artsakh. As a result, such an agenda, in his opinion, is capable of transforming the general anxiety over the fate of Artsakh into distrust towards Yerevan in Artsakh itself, and, accordingly, into a disdainful attitude towards Artsakh on the part of political circles, personifying political prostitution and philistinism.
The ability of the new parliament to contribute to the solution of Armenia's foreign policy issues, in the diplomat's opinion, is one of the most painful issues. Especially in light of the government's inability to organize its own foreign policy direction. At the same time, even the absence of leadership in the Foreign Ministry, Melikyan considers only the formal side of the problem. While its essence lies in the content of the agenda of the new- old government, in the presence of a concept, its content on Armenia's relations with the international community, allies and enemies.
The current geopolitical situation around Armenia, according to the diplomat, is characterized by Baku's attempts to resolve two problems as quickly as possible. Create a reliable secure ground connection with Nakhijevan and carry out the demarcation and delimitation of the borders with Armenia in accordance with its own preferences. Melikyan sees Yerevan's effective opposition to such maximalist ambitions by Baku with the need to develop its own Armenian negotiating political and legal platform. This platform, according to the diplomat, should include certain approaches in the negotiation process around the settlement of the Artsakh problem, moreover, taking into account its aggravation, growth and new specifics following the results of last year's war. These approaches should be fundamental and have an excellent legal and political basis, some aspects of a military nature.
"So far, I don't see all this, nor do I see specialists who could carry out all this difficult work. I also don't know whether today's Armenian political elite is aware of the need to develop such a platform, as well as to form the necessary personnel, specialized resource. I think it should be aware, given the fact that it is impossible to further confront the well- developed and consistent policy of Turkey and Azerbaijan through spontaneous statements and sentimental appeals, "the diplomat concluded.
