ArmInfo.Armenia should have applied to the CSTO and the UN Security Council in parallel. In any case, I see absolutely no legal contradictions here. A similar opinion was expressed to ArmInfo by the lawmaker of the parliamentary faction "Bright Armenia" Taron Simonyan.
"What has been happening in our sovereign territory since May 12, according to the UN Charter, is a violation of territorial integrity through the use of force and the threat of force. This article of the UN Charter gives any state subjected to such actions the right to self-defense. Accordingly, the shooting of our military at Azerbaijani no one will condemn the invaders, "he stressed.
On May 12, the Azerbaijani Armed Forces crossed the border in the area of Lake Sev Lich, deepening into the territory of Armenia up to 3.5 kilometers in order to establish control over the lake. On May 13, Yerevan officially turned to the CSTO for help in this regard. And on May 14, acting Prime Minister Nikol Pashinyan turned personally to Russian President Vladimir Putin for help. Nevertheless, to this day, the Azerbaijani military continues to be on the territory of Armenia. Moreover, their number has grown from 250 to a thousand. The lack of such actions on the part of the Armenian Armed Forces, according to the parliamentarian, is due to the unwillingness to succumb to deliberate provocations by Baku in order to unleash another large- scale war. Armenia is not yet ready for it, and the strategic partner Russia and the CSTO to provide military support, apparently, are in no hurry.
Against such a background, Simonyan considers the use by Yerevan of all the available legal and diplomatic arsenal and tools as practically uncontested necessity. First of all, due to the fact that any use of force by one state against another, as a rule, is accompanied by a statement by the injured party about this step to the UN Security Council. Which has not yet been done in the case of Armenia for reasons he does not understand. In this light, the parliamentarian considers the notification from Yerevan to the UN Security Council about the invasion of the Azerbaijani military into the territory of Armenia a necessary step. And the fact that this has not yet been done does not mean that it cannot be done now. "Instead of appealing to the UN Security Council, our government turned to the CSTO. It is very possible that this was the right step. But in parallel, it was necessary to appeal to the UN, given that these two steps not only do not contradict, but complement each other," - he stressed.
