The media published similar news with reference to the list of countries, updated on December 17, presented by the Ministry of Foreign Affairs.
In a conversation with ArmInfo correspondent, MFA press secretary Anna Naghdalyan stressed that Azerbaijan has been included in this list since 1992 within the framework of the signing of a relevant agreement between the CIS countries on a visa-free regime. However, this does not mean that this regime operates between Armenia and Azerbaijan. This list, according to the press secretary, is updated on the website of the foreign ministry on a monthly basis.
After that, the Speaker of the Armenian Foreign Ministry presented an official clarification on this issue. "The agreement between the CIS countries signed in Bishkek on October 9, 1992 on the establishment of a regime of visa-free entry, exit and movement of citizens provides for the possibility of regulating these procedures in accordance with domestic legislation, moreover, it allows the application of restrictions on movement and gives the authority to introduce other internal regulations," she noted , stressing that in the future a number of CIS states supplemented or replaced this agreement on a visa-free regime with bilateral agreements.
According to Anna Naghdalyan, for the citizens of the Republic of Armenia and Azerbaijan, the legal norms of the aforementioned agreement do not apply de facto, and in special cases, the entry of citizens of the two countries into Armenia or Azerbaijan is actually carried out on the basis of a special permit under the direct control of authorized bodies.
