ArmInfo. The decision to transfer part of the "Hayastan" All- Armenian Fund's funds to the state budget of Armenia was made on the basis of the decision of the Fund's Board of Trustees.
On December 9, at the hearings in the RA National Assembly on the final version of the draft state budget of Armenia for 2021, RA Minister of Finance Atom Janjugazyan stated this. According to him, the need for such funds was 101 billion drams. Donations were transferred to the state budget from the fund's accounts, based on martial law and new expenses caused in connection with this. The Minister stressed that from the very beginning, the foundation set itself the task of creating an all- Armenian network. This task was successfully completed, as evidenced by the implementation of over 3 thousand programs. In this context, the Hayastan All-Armenian Fund is a unique structure, one of the goals of which is to contribute to the sustainable development of Armenia, Artsakh and the Diaspora. However, military action and martial law have led to the need for new spending to solve social and medical problems, to maintain infrastructures. In turn, the government, represented by the Ministry of Finance, pledged to use these resources exclusively for their intended purpose. There is a clause in the donation agreement that the Ministry of Finance will submit a report on the implementation of the document's provisions. This report has been submitted. The funds were used on the basis of decisions of the RA government and will be presented in the report on the implementation of the country's main economic law.
Earlier ArmInfo reported that 52.7 billion drams of financial resources collected by the Hayastan All- Armenian Fund were transferred to the Armenian government. According to the source, these funds were used to rehabilitate the infrastructure damaged by the hostilities, as well as to provide treatment and social security for the victims. The transfer of money to the state budget gave the government the opportunity to free up additional funds for the costs associated with martial law. From September 17 to November 19, the need for such expenses amounted to 101 billion drams. Since the beginning of hostilities on September 27, the Hayastan All-Armenian Fund has organized a nationwide fundraiser within the framework of the We Are Our Borders program. The project managed to raise $ 170 million.
It should be noted that the fund's donations caused a mixed reaction among the expert community, especially after the appearance of reports about bonuses for employees of the state apparatus. Thus, economist Suren Parsyan believes that the Hayastan All-Armenian Fund, according to the charter, had no right to transfer funds to the state budget - the Fund can only incur expenditures in the areas of the charter goals. The economist emphasizes that neither coverage of the RA budget deficit, nor military spending falls into this category. "The funds can be used within the framework of programs approved by the Fund," Suren Parsyan notes. "On the whole, the RA state budget is a" boiler "in which there is no target direction of the transferred money. Therefore, these amounts could be spent for any purpose, including the payment of salaries and bonuses," Parsyan notes. According to him, about $ 170 million collected by Armenia and the Diaspora are needed to restore the infrastructures of Artsakh, in particular, to restore roads, buildings, structures, schools and other civil objects, as well as to pay for utilities (electricity, water, gas, internet) ... Later it became known that by the decision of Deputy Prime Minister Tigran Avinyan, the employees of his staff were presented for bonuses. However, as stated in a statement from the Deputy Prime Minister's office, only 2 of 19 employees received awards. These two, together with the Deputy Prime Minister, were directly involved in work related to the hostilities in October. They received gunshot wounds in the Shushi region. One of them continues treatment at a medical facility. The Ministry of Finance of the Republic of Armenia also did not stand aside, having written out bonuses to its employees in the amount of 73.1 million drams. According to In a message published on the ministry's website, the employees received the award, but not in October, but in September. "In October in Ministry of Finance worked with a double burden, but did not receive any bonuses. They were rewarded for the work performed in September, "the message said. The Ministry of Finance considers attempts to speculate on the topic of awards in the public sector unacceptable, since the conscientious, dedicated work of employees should be appreciated. Moreover, some employees transferred the received awards to the account of the All-Armenian Fund." Hayastan. "In general, the department believes that a qualitative improvement in the work of the public sector also presupposes worthy remuneration for employees.
