At the same time, Lavrov stated that difficult discussions are currently underway in Armenia, but 17 parties that have united in order to support the interests of their country have unequivocally opposed any attempts to revise this statement. According to him, Russia proceeds from this and will do everything to prevent such attempts, or at least they are failed.
Touching upon the issue of the return of refugees and the withdrawal of troops, the Russian minister once again stressed that everything is spelled out in detail in the document, and the leaders of Armenia, Azerbaijan and the Russian Federation have a clear understanding of the need to fulfill these agreements.
"Armenian and Azerbaijani refugees should return to their places of traditional residence in accordance with the norms of international humanitarian law, in safety, voluntarily, and of course, they should be provided with assistance in settling in the places of their former residence. Moreover, in cases where these places have been subjected to hostilities and restoration work is needed, " he said, adding that this was discussed today with the head of the ICRC. In this regard, he again pointed out the role of international organizations in this matter, declaring the readiness of the Russian side to render all possible assistance.
