Genocide Watch assigns Azerbaijan Stage 9: extermination 

ArmInfo.Genocide Watch considers Azerbaijan to be at Stage 9:  Extermination and Stage 10: Denial, Leader of the "Bright Armenia" party Edmon Marukyan announced  this on his Facebook page.

It should be noted that the official message of the Organization says  that the U.N. Security Council should demand that Azerbaijan stop all  offensive maneuvers against the Republic of Artsakh and order a  Chapter 7 "ceasefire" in the current conflict. At the same time,  Genocide Watch recommends that the Security Council introduce an  embargo on arms sales to Azerbaijan.
