ArmInfo. The leadership of Azerbaijan should try not to kill, but to talk with the Artsakh people. Director of the Caucasus Institute Alexander Iskandaryan expressed a similar opinion to ArmInfo.
"Theoretically, the solution to the conflict is precisely in negotiations, and not in attempts to kill or destroy the opposing side. Yes, the Artsakh Armenians do not want vertical subordination to Azerbaijan, but Baku requires exactly this. "And a rhetorical question arises, how any normal person from Stepanakert can relate the ensuring his own security in the bright future of common residence, described by Baku, with the very army that is bombing him today," he stressed.
In this light, the political scientist sees the solution to the conflict exclusively in the dialogue between Azerbaijan and the people, whom it consistently calls its citizens and just as consistently tries to destroy and, of course, in real proposals to the Artsakh people in the direction of the conflict settlement. Which, in fact, is what the long-term negotiations within the OSCE Minsk Group suggest.
"The Madrid principles, the entire OSCE mission is about this: Returning control over some territories to Azerbaijan in exchange for its recognition of Artsakh's status. However, for some reason, Mr. Aliyev decided that the Artsakh people are obliged to return the territories to him solely in exchange for his promises not to kill them. It is clear that there is simply no subject for negotiations here," he stressed.
Iskandaryan, in this light, especially emphasized the Armenian approach, the vision of the resolution of the conflict, which is that Artsakh is not only a territory, but also the people who live there. Accordingly, it is impossible not to ask these people how and where they want to live. Meanwhile, these people do not want to be citizens of Azerbaijan, because the latter are shooting at them, they want to deport or kill them.
"There were more ethnic Armenians living in Baku alone than in the whole of Artsakh. And where are these Armenians who had nothing to do with Artsakh today? In this light, Yerevan will accept any solution to the problem that suits the Artsakh people. Armenia speaks in the negotiations instead of the Artsakh people only because Azerbaijan does not allow them to the negotiating table. And today, after Aliyev's last military adventure and the murders of civilians in Artsakh, everyone already understands this," the political scientist concluded.
