ArmInfo. UN High Commissioner for Human Rights Michelle Bachelet called on the parties to the conflict to Nagorno-Karabakh observe humanitarian law, prevent harm to the civilian population and infrastructure.
"I remind the parties to the conflict that they must abide by their obligations under international humanitarian law to protect civilians and civilian infrastructure," the UN High Commissioner said in a statement released Friday in Geneva, quoted by TASS.
As Bachelet emphasized, the parties must respect the principle of proportionality in the conduct of hostilities and "avoid the use of explosive weapons with a wide destructive force in residential areas."
The High Commissioner expressed deep concern about reports of cluster munitions being used during the conflict. "The use of such munitions must be stopped immediately," she said, calling on Armenia and Azerbaijan to join more than 100 states that have ratified the Convention on Cluster Munitions.
It is also alarming, she said, that hostilities are being waged during the coronavirus pandemic. With the ongoing violence, social distancing measures and residents' access to health care may be difficult, she warned. "Access to health care should be ensured, including psychological support for victims of the conflict," the UN High Commissioner concluded.
