And accordingly, it is enshrined in the program of President Arayik Harutyunyan for 2020-2025 - in the process of settling the conflict, the Artsakh authorities will continue to be guided by the two highest values for the people of Artsakh - independence and security. These values cannot be endangered or bargained for, "he stressed. Taking into account this indisputable circumstance, the Artsakh authorities, according to Mayilyan, will continue purposeful work to recognize the fact that the Artsakh people have exercised their right to self- determination as the basis for a peaceful settlement of the conflict.
At the same time, Stepanakert will take steps to increase its involvement in the negotiations in order to restore the trilateral format of negotiations. "Initially, critically assessing the three" Madrid "principles and six elements of the settlement of the Azerbaijan-Artsakh conflict, I continue to hold my opinion today. Threats and challenges emanate from these principles of Armenia and Artsakh, moreover, they are outdated and need revision, "the minister noted.
In particular, in his words, the Artsakh Foreign Ministry considers it necessary to revise the distorted negotiation format, return the Republic of Artsakh to the negotiating table as a full-fledged party to the process, and transform approaches to the settlement. Stepanakert has repeatedly confirmed this unchanged position since 2009.
"The process of the settlement of the Karabakh conflict presupposes a counter movement of all its parties. Meanwhile, Baku does not want to give up its destructive policy aimed at deepening the conflict. In this light, there is no reason to expect the creation of an atmosphere favorable for the advancement of the peace process solely from the unilateral steps of Artsakh, "the head of the Artsakh Foreign Ministry summed up.
