Court of General Jurisdiction takes proceedings against Vladimir  Gasparyan

ArmInfo. The court of general  jurisdiction took proceedings against the former head of the Armenian  Police Vladimir Gasparyan and other police officers. This was  reported by the press service of the Judicial Department.

Earlier it was reported that cases of abuse of official position,  official forgery and theft in especially large amounts from state  funds were disclosed, as a result of which damage amounting to 114  million drams was caused to the state. It was found out that Vladimir  Gasparyan, occupying from 1997 to 2011 various positions in the  Military Police and in the Ministry of Defense of the Republic of  Armenia, turned a blind eye to the fact that three servicemen of one  of the military units did not perform their direct duties, but  instead worked as drivers and bodyguards of the brothers of the third  President of Armenia Serzh Sargsyan - Levon and Alexander Sargsyans.  While not fulfilling their direct duties, they accrued salaries from  the state budget, as a result of which the state lost 54.790.433  drams (of which 21.691.481 drams were in the period when Gasparyan  held the corresponding positions).

In addition, in 2011-2018, while holding the post of Chief of the RA  Police, Vladimir Gasparyan used his official position contrary to the  interests of the service, and illegally granted property rights on  the balance sheet of the RA Police worth 15 million drams and 10  million drams to high-ranking officials, not in need of improved  housing conditions. We are talking about the head of the Main  Directorate for Combating Organized Crime, the Major General of the  Police R. Zakaryan and the first deputy head of the Main Directorate  of State Guard G. Gasparyan. In addition, Vladimir Gasparyan  illegally provided other real estate worth 10 million drams to an  employee who was hired just 6 days before, did not appear at the duty  station and did not perform official duties. It is noted that this  person instead provided production services to the daughter of  Vladimir Gasparyan.  During the preliminary investigation in the  criminal case, it was found out and it was also justified that the  daughter of Vladimir Gasparyan was appointed to the post of senior  officer of the operational department of the headquarters of the  Armenian Police in 2015, but did not show up for service and did not  perform official duties. Gasparyan's daughter was paid 8.838.362  drams during 2015-2018. In addition, an accelerated process of her  promotion was organized, as a result of which for only three days she  was awarded the rank of lieutenant colonel.

For the commission of these and other criminal acts, Vladimir  Gasparyan was charged under clause 1 of part 3 of article 179 (two  episodes) and part 2 of article 308 (two episodes) of the RA Criminal  Code; to the former commander of the RA Police Levon Yranosyan -  clause 1 of part 3 of article 179, part 1 of article 314 and part 2  of article 308 of the RA Criminal Code; to the former head of the  Internal Audit Department Vardan Tunyan - in part 2 of article  38-308, part 2 of article 308 and clauses 1 and 3 of part 2 of  article 179 of the RA Criminal Code; Gurgen Grigoryan, Commander of  the Military Unit of the Police Troops - under Part 2 of Article  38-308 of the RA Criminal Code.
