Armenian Prime Minister Nikol Pashinyan stated this on June 29 during a daily briefing. At the same time, the Prime Minister expressed dissatisfaction with the fact that citizens do not comply with anti-epidemiological measures, as evidenced by photographs on social networks from trips out of town, to dachas, to public festivities, while the statistics in the country still remain disappointing. According to the prime minister, all government agencies and departments - whether applying for a visa or granting rights, certificates or services - must continue to strictly observe all three simple preventive measures in the fight against a pandemic, namely, to ensure that social distance is maintained, to serve citizens with a mandatory mask and carry out periodic disinfection. Pashinyan also believes that the leaders of these government agencies and units should take personal responsibility in ensuring compliance with these measures.
At the same time, the head of the executive body continued, the heads of licensed or non-licensed organizations should strictly ensure that preventive measures are observed not only inside the building, but also in the territory adjacent to it. As an example, he cited the situation near banks, noting that despite the presence of markings in front of banks, citizens simply do not comply with the measures. The prime minister believes that the Central Bank, in turn, should also deal with this issue, so that measures are observed not only in banks, but also in adjacent territories, so that proper control is ensured. In addition, the head of government also believes that police officers themselves must enforce security measures en masse and at the same time not pass by indifferent citizens who violate these rules. "All this is necessary to demonstrate our collective efforts in the fight against the pandemic. Together we are able to overcome this evil, which has already claimed the lives of 433 people. We need the discipline of our citizens and strict observance of the measures established by the government and the commandant's office," the head of government said.
At the same time, Pashinyan explained why the government does not resort to such a measure as a universal lockdown, noting that it will be more detrimental and destructive for the Armenian economy if it is not enforced en masse. According to him, if citizens follow three simple rules, which are repeated daily, there will be no need for a lockdown and they will be able to get out of the current situation with the least losses for the economy. At the same time, the prime minister added that the plan for a universal lockdown is still being developed, and if there is such a need, they are ready to apply it.
