ArmInfo.In the fight against coronavirus, the choice of a clearly correct policy seems to be a very difficult matter. Especially in conditions when we are dealing with a phenomenon that has not yet been studied by mankind. President of Yerevan Press Club Boris Navasardian, expressed a similar opinion to ArmInfo.
"In this light, the choice based and arising from a situation and policy, and its consistent implementation seems to be extremely important. If the government and the Commandant's Office decided to set strict restrictions, then they should have ensure their observation by citizens by all possible means and methods. Otherwise, there was no need to resort to strict restrictions. It was possible to put an emphasis solely on the sense of self-awareness and self-preservation of citizens, "he said.
According to the expert, thus, in Armenia a certain hybrid decision was made when the restrictions adopted by the government were not accompanied by the use of appropriate tools for their observation. As a result, very inconsistent activities and policies were applied in the direction of implementing government and in some cases parliament decisions.
Meanwhile, it is the adoption, but non-fulfillment of decisions of a similar level, in Navasardyan's view, that leads to the formation in society of a frivolous attitude to the policy of the authorities as a whole. In other words, this has taken place in Armenia today. The lack of consistency, according to the expert, is the main problem on the way to implementing decisions in the fight against coronavirus. Within the framework of this logic, in some cases, the authorities demonstrate excessive rigor, while in other cases, when this strictness and rigidity are obviously needed, they are not applied.
Commenting on the leak of information of the people who died from coronavirus, the expert noted that based on the degree of effectiveness of the country's governance system, it can be assumed that the likelihood of such leak along with growth in the number of people involved in this process will only increase in the future. "It is necessary to clearly understand that there are many media in Armenia ready to publish any information that they will have access to. In this whole story, the main thing is the appearance of secret information in the hands of people who should not have it," he emphasized. Responsibility for this, in the opinion of the expert, primarily lies with those who possess this information. And here again we have to admit that in Armenia the problem of information security is still very far from being resolved. The problem of the correct use of information has not been solved. Work in the information sector is very unsatisfactory and inefficient.
"Unfortunately, I don't see that the government is realizing the need for a more serious approach to these problems. Otherwise, we would see the implementation of quite obvious steps in this direction. Steps that do not require either courts or law enforcement agencies. It's quite possible to block various actions harmful to information security, only through the effective use of the mechanisms that the authorities have. However, this, for some reason, is not being done, "Navasardyan concluded.
