ArmInfo.Artsakh is the only conflict zone in the post-Soviet space that has a very weak presence on the global stage, and in this sense, the Karabakh conflict has a very bad fate. About this, answering the question of ArmInfo about the role of international organizations in resolving the Karabakh conflict, Olesya Vardanyan, co-author of the report of the International Crisis Group, said.
Vardanyan recalled that almost all of Stepanakert's contacts with the world take place either through Yerevan or through the office of the OSCE Personal Chairperson, Andrzej Kasprzyk. <In such circumstances, when someone is trying to solve a problem for you, often without your interests being taken into account, of course, distrust of intermediaries arises, "she said.
The list of diplomats who study the Karabakh issue on a daily basis is very modest, said Varadanyan, noting that, when compared with other cases, there are very few international diplomats in the world who understand the structure of the conflict. She connected this circumstance with the fact that almost no one came to this conflict zone.
At the same time, the representative of the ICG noted that the international community has a realization that Artsakh has its own interests in resolving the conflict, but the demand of the Armenian side to include Artsakh in the negotiation process should be considered in the context of international trends. And official Stepanakert's participation in the negotiation process for full and substantive negotiations is a prerequisite, she noted.
<If we talk about what is happening now in the international arena, then the principle of territorial integrity certainly dominates, it is becoming stronger. Therefore, the argument related to the international law of nations on self-determination - no one removes it- but from the political and diplomatic points of view, it is becoming increasingly difficult for the Armenian side to promote this principle. It's more difficult to explain your position, taking into account the interests of those people who directly live in the conflict zone>, Vardanyan believes.
At the same time, the representative of the ICG urged not to blame Armenian diplomacy for this, but to proceed from the context that is present in the international arena, as well as from the logic that is difficult to explain, given Baku's disagreement, that Stepanakert would be a participant in the negotiation process. As for the Azerbaijani community of Karabakh indicated by Baku, according to the crisis group, its representatives may be part of the Azerbaijani delegation.
In turn, the head of the Analytical Center for Globalization and Regional Cooperation Stepan Grigoryan said that he is a supporter of Artsakh being included in the negotiation process. The political scientist also welcomes the message of Nikol Pashinyan in this regard, however, the expert does not see an adequate reaction in the international community in connection with this demand. According to him, there is no activation of the issue on the global stage precisely because of poor work in the international arena of Armenian diplomatic structures. <The Prime Minister set the task and this was to be the law for both the Ministry of Foreign Affairs and the ambassadors representing the republic. Nikol Pashinyan clearly presents this message, but it is not distributed through channels, including through the Foreign Ministry>, he said, noting that the prime minister's messages do not reach the bottom, calling this a technical problem.
