''The EAEU Agreement provides that the supply of oil and oil products are regulated on the basis of bilateral agreements.
In principle, our approaches to our colleagues from the Republic of Belarus, Armenia, and Kyrgyzstan are identical. We insist that in case of supply of petroleum products or oil further re-export of our products, or products derived from our oil, are excluded. So that these supplies provide only the internal needs of our colleagues. In general, we agreed on the editorial board with both countries. Now procedures are underway regarding volumes'', Magauov said. The volumes themselves, according to the deputy minister, will be provided for by indicative (forecast) balances, which are signed for each year. At the moment, the ministry stipulates procedures for regulation and control, and only then it will proceed to discuss volumes. <Of course, requests may be large, but we will proceed from the internal balance. We should consider the surplus we have, whether we have enough resources to supply oil. It's too early to talk about volumes, " he added.
According to the procedure after the ministry signs an agreement, there is a process of coordination with the involved departments. These are the established domestic procedures. The agreement passes linguistic examination, scientific and legal examination, additional coordination with the Ministry of Foreign Affairs. All this takes about a month.
By the way, the most active work is underway on signing an agreement with Armenia. ''The Armenian side accepted all our proposals on the text of the agreement. After we agreed on everything with them, we sent the agreement to domestic procedures. There are several inconsistencies between the ministries. In particular, the Ministry of Finance of the Republic of Kazakhstan and the Ministry of Trade and Integration. Different visions on certain formulations>, the deputy minister said. It is planned to solve these issues next week during the meeting. And then in January next year, Kazakhstan will be able to become an exporter of oil and oil products to Armenia.
